The Graduate School of Political Management Announces New Fellow, former US Rep. Bob Carr

WASHINGTON – George Washington University’s Graduate School of Political Management (GSPM) has named former U.S. Rep. Bob Carr, D-Mich., as a new fellow for the 2016-2018 school year. Carr will participate in select school-wide activities over the course of two years, serving as a guest lecturer, panel speaker, tour guide on the Hill, and case study contributor.

“As a former member of Congress, Bob understands that politics trumps even the best policies,” said GSPM Interim Director Lara Brown. “He will serve as an invaluable resource for students hoping to advance careers in the Capitol or on the campaign trail. We all look forward to learning from his perspectives from the ‘front lines’ of national politics.”

Rep. Carr served as a member of the House of Representatives from 1975-1981 and 1983-1995, where he represented the 6th Congressional District of Michigan and later was redistricted to the 8th District. In 1975 as one of the youngest members of Congress, Carr was instrumental in ending the conflict in Southeast Asia by authoring a Democratic Caucus resolution that cut off military aid to Cambodia and South Vietnam. Later in his career Carr was appointed Chairman of the House Appropriations Committee’s Subcommittee on Transportation. As chair, he developed economic criteria to rank earmarks requested by members of Congress. 

After leaving Congress, Carr worked as an international business consultant and government relations professional. Carr has been an adjunct professor at GSPM since 2012 teaching three courses: Ethics and Congress, Running and Serving, the Job of a Member of Congress, and Comparative Political Management Environments. He also lectures on the Congressional appropriations and the budgeting process at Brookings Executive Education, a division of the Washington, DC think tank the Brookings Institution.

Carr graduated from the University of Wisconsin-Madison in 1965 and earned his law degree from the University of Wisconsin Law School in 1968.
