M. Douglass Bellis is currently Senior Counsel in the Office of the Legislative Counsel, United States House of Representatives. He has written a number of articles on legislative drafting and government more generally, and has advised a number of foreign governments world-wide on legislative drafting and process, as well as on some substantive law areas, including business-related law, administrative procedure, and criminal law. He is an associate member of the Commonwealth Association of Legislative Counsel. He is a graduate of Cornell University (BA-1968) where his majors were government and Greek and Latin classics, and of Duke University Law School (JD-1971). He has been an attorney in the Office of Legislative Counsel since graduating from Law School. He is a member of the North Carolina Bar.
